Japanese police arrested a 20-year-old U.S. Marine on Sunday, October 4, 2026, on suspicion of robbery and murder following the death of a local woman in Okinawa’s capital. Lance Cpl. Devin Jacob Ballard, stationed at Marine Corps Air Station Futenma, is accused of killing 39-year-old Anna Yagi.
The victim was found dead on Saturday morning in a hotel in Naha. According to investigators, Ballard is suspected of strangling Yagi and stealing her wallet and backpack. Surveillance footage from the hotel reportedly shows the suspect entering the premises with the victim and later departing alone while in possession of her belongings. Ballard has denied the allegations.
The arrest has triggered a swift diplomatic response from the Japanese government. Prime Minister Sanae Takaichi characterized the crime as “exceptionally brutal and vicious” and lodged a formal protest with U.S. officials. On Sunday, Foreign Minister Toshimitsu Motegi summoned U.S. Ambassador George Glass to demand full cooperation with the Japanese investigation.
Japanese authorities are working with U.S. officials to coordinate the murder investigation.
The incident has intensified long-standing friction regarding the U.S. military presence in Okinawa, which hosts the majority of American forces in Japan. Governor Genta Koja described the killing as “absolutely unforgivable” and stated that the incident reflects a failure of disciplinary measures within the U.S. military.
Local resentment has been further fueled by a recent increase in criminal cases involving service members. According to reporting from The Japan Times, more than 100 arrests of U.S. military personnel have been recorded in 2025, a figure that has placed renewed pressure on the Status of Forces Agreement (SOFA) that dictates how such crimes are prosecuted.
Prime Minister lodged a formal protest following the incident in Naha.
Ballard is currently assigned to the III Marine Expeditionary Force. Under the terms of the bilateral security agreement, Japanese authorities typically take custody of U.S. personnel for serious crimes committed off-base. The Naha District Public Prosecutors Office is expected to review the evidence gathered by police, including the CCTV footage, before proceeding with a formal indictment.
