While discussing Peacemaker, James Gunn revealed that it and Man of Tomorrow are “very, very connected.” This, coupled with the extreme secrecy around the final three episodes of Peacemaker Season 2, prompted heavy speculation. The sixth episode, “Ignorance Is Chris,” confirms that the show sets up the Superman sequel with one big shift to the status quo.

Peacemaker Season 2, Episode 6 largely focuses on the 11th Street Kids traveling to another Earth to retrieve the DCU Christopher Smith. At the same time, General Rick Flag Sr. is trying to recapture Peacemaker, who killed his son. Knowing that Peacemaker can open dimensional gateways, Flag turns to the biggest expert on such technology he has under his thumb.

Flag travels to Belle Reve Penitentiary, the metahuman prison that contains both the Suicide Squad and Creature Commandos. It also currently holds Lex Luthor, who is less than thrilled about being held in a metahuman prison after the events of Superman. This gives Flag the leverage he needs to bargain with Luthor and sets the stage for Man of Tomorrow.
How Peacemaker sets up Man of Tomorrow
After confirming what Flag wants and that a full pardon is off the table, Luthor agrees to “an opportunity for redemption.” He gives Flag access to a scanner that is capable of tracking Peacemaker and his dimensional portal generator. In exchange for that and future considerations, Flag agrees to transfer Luthor to Van Kull.

In the comics, Van Kull Maximum Security Prison is a penitentiary located outside of Metropolis. It is notable for being designed to incarcerate metahumans and other high-risk convicts. Strangely enough, it has only appeared in three comics total. A different version of Van Kull, based in National City, appeared in four episodes of the Arrowverse Supergirl show.
Regardless, moving Lex Luthor to Metropolis is clearly meant to put him in place for Man of Tomorrow. James Gunn confirmed, in an interview with Howard Stern, that the Superman sequel would see “Lex Luthor and Superman having to work together to a certain degree against a much, much bigger threat.” Arranging that will be much easier with Luthor back in Metropolis or closer to it.
